The Portland, Oregon metropolitan region is comprised of 23 water providers that sharecommon water sources and have developed a regional water supply plan. This paper documentscriteria and processes used in evaluating potential water conservation programs forimplementation at the regional level. Programs found to be acceptable and cost-effective arerecommended for inclusion in further integration modeling of water demand management andalternative supply options and combinations.
