Third-party billing for water and wastewater in themultifamily housing sector is growing at an estimatedrate of 25% per year, but many water providers areunaware of the effect, implications, administrativeissues, and potential water savings of this practice. TheNational Multiple Family Submetering and AllocationBilling Program Study evaluated the merits of separatebilling programs including the potential water savings,costs, and benefits from the perspectives of utilities,property owners, and residents and analyzed theaccompanying administrative and regulatory issues.Properties equipped with submeters or that haveundergone a billing system conversion were identifiedand compared against control properties in whichwater and wastewater fees are included as part of therent. It was found that the practice of installing individualwater meters (submetering) in multifamilyproperties and billing based on actual consumptionresults in substantial water savings. Water billingpractices based on allocation methods (ratio utilitybilling systems) did not effect savings in water consumption. Includes 8 references, tables, figures.
