Much has been written about the infrastructure"crisis" facing water and wastewater utilities. Today'sutility managers and governing board members are in aposition to mobilize and sustain proactive investmentsin utility infrastructure asset management to preventcatastrophic or disastrous conditions from developing.When asset management initiatives are grouped into acoherent risk management program, it is possible to seethe connections between a given level of capital replacementand the necessary repair, rehabilitation, and conditionassessment.
