When certain functions become obsolete, new and innovative programs must be introduced if the utility is to maintain its level of productivity. If management shirks this responsibility, problems and inefficiencies will continue, and change will then become a problem with management. Overtime, staff cutbacks, take-home cars, and departmental reorganization are covered.
