During a recent drought in Fairfax County, Virginia, two practical risk analysis techniques were developed to estimate the possibility of extreme water shortages and to evaluate the policies necessary for reducing those risks to acceptable levels. The effort involved developing and implementing risk analysis techniques, interacting between technical and political decision makers, generating the required information, and producing a methodology for applying those techniques and procedures to future drought problems.
