Since this article will discuss the idea of leaving lead bearing paint on a structure another issue comes to the forefront, the appropriateness of postponing the removal of the lead. Overcoating should not be viewed as sweeping the problem under the rug for a future project manager to budget, but as one of several strategies in managing an inventory of corrosion induced problematic structures. If funds are available, the tank can be rigged for full-containment and removal and the municipality has the desire to make the structure lead or chromate free, then by all means it should be done. The paper also discusses the principles of overcoating as well as the recommended approach for those owners that may have candidates for re-painting but not the funds for full containment and disposal of hazardous wastes.
