This article discusses the benefits utilities can enjoy through becoming more competitive. Colorado Springs Utilities (CSU) is used as an example of how a utility can overcome outdated processes and operations by permanently changing the culture to incorporate a vision of competition, innovation, and improvement. The authors focus on one particular division in CSU in which reengineered organization and work practices saved money without sacrificing quality. The article focuses on the change in philosophy which was essential for CSU's success. Includes table, figure.
