This paper traces the growth of water conservation in the Seattle area and explores the many factors and strategies involved in motivating the public. These strategies are easily transferable to other utilities. They include savvy survey based marketing plans, high recognition public messaging using multi-media, and successful and highly visible public events with enormous customer participation.
