EPCOR Water Services Inc. (EWSI) has been actively renewing water mains for over 15 years. The selection process consists of analyzing the number of breaks per kilometer per year. In 2002 EWSI decided renewals needed to become even more proactive. The renewal project selection process developed criteria including the hydraulic capacity, condition test results, and known water quality issues. In order to correlate these criteria, the location became an important component. A Geographic Information System (GIS) analysis tool displayed all the various data creating valuable maps. In 2002 studies used neighborhood boundaries to group and compare the pertinent factors. In 2003 investigation expanded to include statistical analysis at a candidate level. A candidate is a section of pipe that would normally be replaced as part of one specific project. This added level of detail highlighted key areas of need and allowed EWSI to focus capital dollars efficiently. This type of analysis required a balance of both the detail and the big picture, as well as an understanding of the interconnected piping system. For example, the solution for an area demonstrating hydraulic deficiencies was upstream within the distribution system. This paper demonstrates the process and tips of EWSI's proactive renewal selection method. Includes tables, figures.
